As of Jan 29, 2025, we confirm that registration key file is not generated while license activation / deactivation in offline mode. If you encounter the problem, try below steps:

1) Open Task Manager then go to Processes.

2) Right-click on GV License Agent (32bit) then select [End task] context menu.

3) Navigate to the folder where stores offline activation files.

4) Double-click GVActivation.exe again.
